Project Medishare is looking for a dynamic, energetic, self-driven, and highly focused individual to take on a leadership role at Project Medishare. Applicants must have solid experience in the implementation of 'on-the-ground' health and development programs in Haiti or the developing world context, be passionate about the field of global health and development, and have a strong desire to play a leadership role. The position is a full-time position, based in Haiti, with regular short-term travel to Miami when required, with the position reporting to the Executive Director of Project Medishare. PRIMARY RESPONSIBILITIES 1. Strategy and Implementation: In collaboration with the Executive Director, and various program collaborators and contributors, develop and implement the country strategy for health and development projects in Haiti. 2. Program Management and Compliance: Ensure all aspects of the health and development projects are implemented in strict accordance with the policies, procedures, and methods of the program model (with agreed upon local modifications). Work with the Executive Director and collaborating parties to develop performance management, governance, and compliance processes and procedures where needed. 3. Partner Liaison and Development: Establish and nurture supportive and highly collaborative working relationships with all internal and external program collaborators and contributors in order to engage the academic, research, technical, and other expertise required to meet program deliverables 4. Communications and Fundraising: In collaboration with the Executive Director, assist in the development of creative, innovative, targeted, and dynamic communications and fundraising activities to maximize the visibility of the program among extensive internal and external audiences. JOB OPENING: PROJECT COSTING SPECIALIST HAITI There is an opening for a Project Costing Specialist based in Haiti. Consulting opportunity: 8+ years’ experience required. SALARY RANGE: Up to $642 daily depending on salary history. OPEN PERIOD: July 5 – 13, 2014. PERFORMANCE DATES: On/about July 28 – August 22, 2014. DUTY LOCATIONS: Throughout Haiti. POSITION NUMBER: 20062. Background: USAID coordinates a whole-of-government, $2.2 billion, strategy comprising four pillars: Pillar A- Infrastructure and Energy, Pillar B-Food and Economic Security, Pillar C-Health and Education, and Pillar D-Democracy and Governance. U.S Government investments are strategically focused on three key development corridors (Cap Haitien, Saint Marc, and Port-au-Prince) that are expected to have the greatest potential for driving Haiti’s economic recovery and growth. The 2011 USAID Health Strategy is aligned with the U.S Government 2011 Post-Earthquake Strategy for Haiti. The development objective (DO) of the current USAID health strategy is “Health and Nutrition Status of the Haitian Population Improved.” The three intermediate results (IR) are: (IR1) Access to essential health, nutrition, and family planning services increased; (IR2) Services for persons with disabilities improved; and (IR3) MOH capacity to manage health care delivery strengthened. The U.S. Government remains the largest funder of development programs in Haiti. USAID accounts for nearly 48 percent of all health spending in the country. In line with the GOH’s commitment to strengthen accountability and ensure alignment of all health funding with national health priorities, in partnership with the World Bank, USAID has been supporting the introduction of a Results-Based Financing (RBF) system to the primary and secondary health service delivery levels. Implementation of RBF will require significant institutional reforms in the health sector. These reforms include separation of the financing, fiduciary, regulatory quality assurance, contracting and service delivery functions are currently underway. Scope of Work: USAID/Haiti is seeking an experienced development professional to determine the cost estimate required to achieve the objectives and expected results for a health project that provides 43 percent of all Haitians access to health services as well as improves the quality of the services provided. Deliverable: The contractor will be responsible for the following activities: Using existing data and documents, conducting site visits to Ministry and NGO-managed health facilities, and conducting key informant interviews with health sector staff, to draft a comprehensive cost estimate for a health project that conforms to the twelve-step process established by the Government Accountability Office. Qualifications: The following qualifications are preferred: Eight years of experience in the costing of health sector projects. Advanced degree in economics, business, international development or a related field. Substantial knowledge and experience in the areas of health; cost benefit analysis; governance; financial management and systems; monitoring and evaluation. Demonstrated capability to produce quality costing documents in a timely fashion.
